In the new inspection regulations, the emission standards for in use vehicles are mainly revised in five aspects:

3. The NOx test method and limit requirements of diesel vehicles are added to solve the problem that there is no standard for NOx emission of diesel vehicles in use;
4. The process and items of emission detection are standardized, and the contents and submission of appearance inspection, OBD inspection and pollutant emission detection are specified;
5. The content and time limit of data recording, storage and recording are standardized.
It is worth noting that the term "appearance inspection" will be given more meaning. According to the original document, abnormal conditions such as engine oil burning and black smoke of vehicles can not be inspected online, and vehicles without OBD diagnostic system will not be inspected annually.
In addition, if a fault light is displayed or a fault is detected on a vehicle, it will not be able to carry out the exhaust gas detection, which will lead to the failure to pass the annual inspection. In addition, the new standard has tightened the emission limit, and the diesel vehicle has increased the NOx detection, which will lead to a large number of unqualified exhaust gas detection of trucks.
Moreover, all years of vehicles are subject to a unified limit standard!
The original passing rate of vehicle environmental protection is 78% and it is predicted that the passing rate will decrease after the implementation of the new standard. National general goods online annual review
A few days ago, the Ministry of Communications issued a notice on the "specifications for online annual inspection of road ordinary goods transport vehicles", which will be implemented from May 1, 2019.
According to the notice, road freight transport operators can handle the online annual review of national ordinary vehicles through the national Internet road transport convenience government service system.
Truck annual review is a headache task that every transporter has to complete every year. Opening remote online annual review can be said to provide a lot of convenience for card users, saving time, effort and money. In the future, annual review will no longer have to run around.
Card friends can handle the online annual review business in the window of the place where they are not registered. If they encounter problems, they should ask the counter staff for help in time.
Hangzhou restricted 74000 local third class trucks
From May 5, Hangzhou will impose restrictions on the vehicles (including low-speed trucks, tractors, special operation vehicles, etc.) that do not meet the national three emission standards and use diesel fuel, involving a total of 74000 local trucks.
In terms of travel time and scope, it is implemented in two stages
In the first stage, from May 5, 2019, it is forbidden to pass in the current "peak shifting and traffic restriction" area from 4:00 a.m. to 24:00 p.m;
In the second stage, from October 8, 2019, all roads and viaducts (including ramps and ancillary bridges and tunnels) within the surrounding area of the ring expressway (excluding the ring expressway) will be prohibited from passing throughout the day.
Chongqing Hechuan strictly implements the new overload standard
Starting from May 1, 2019, Hechuan District of Chongqing city will implement the new standard for the identification of truck overrun and overload, in which the three axle and four axle trucks will have significant changes.
The notice clearly states:
1. Three axle truck, from 27 tons to 25 tons
2. Four axle truck, from 36 tons to 31 tons
For two axle, five axle, six axle and more than six axle freight cars, the load limit is still implemented according to the regulations on highway management of out of gauge transport vehicles, that is, the load limit of two axle is 18 tons, the load limit of five axle is 43 tons, the load limit of six axle and more than six axle freight cars is 49 tons, among which the load limit of single axle is 46 tons.
It is worth noting that this regulation is mainly for trucks driving in Hechuan district.
The punishment standard is as follows:
1. Warning shall be given if the total weight of vehicle and cargo exceeds the load limit standard but does not exceed 1 ton;
2. If it exceeds one ton, a fine of 500 yuan will be imposed for each ton, with a maximum of 30000 yuan.
Suzhou emission test upgrade
From May 1, Suzhou began to implement new exhaust emission detection methods and limits, adding new NOx and OBD inspections for diesel vehicles, which means that Suzhou has become more stringent in the detection of diesel vehicle exhaust, which is the first time that NOx has been included in the scope of exhaust emission detection. This measure can effectively inhibit the formation of harmful compounds and reduce heavy pollution weather.
This measure is an all-round upgrading of China's environmental governance. Nitrogen oxides are an important part of air pollutants. In the past, there were no regulations for nitrogen oxides, so many nitrogen oxides just slipped away from the hands of regulators and continue to dominate around us.
Now with this regulation, harmful nitrogen oxides in the atmosphere can be effectively reduced. It can be seen that China's environmental protection efforts are not only stricter, but also more comprehensive.
Dalian implements new vehicle inspection standard
